BAT Compliance Assessment for a WtE Plant

Overview

Seeds was appointed by Neutalia to provide technical support for the implementation of Best Available Techniques (BAT) and the calculation of energy efficiency (R1 factor) at the Busto Arsizio Incineration Plant, located in the province of Varese. The intervention was crucial to ensure that the plant not only complied with regional and national regulations, but also operated with maximum energy efficiency, thereby improving its environmental performance.

Client Needs

The client requested a comprehensive review of their waste incineration plant’s environmental permit in light of the new BAT Conclusions under the Industrial Emissions Directive (IED). The assessment aimed to verify compliance with updated BAT requirements, while considering additional regulatory obligations set by the Lombardy Region.

Where discrepancies were identified, recommendations were provided for technical and procedural adjustments to ensure compliance while maintaining operational efficiency. Support was also given in engaging with regulatory authorities, compiling evidence of compliance, and, when necessary, proposing justified derogations or alternative compliance pathways.

Our Approach

Seeds's approach included:

  1. BAT Compliance Verification: our team identified any discrepancies and proposed solutions to align the plant with current regulations. A set of documents was formalized to update the permit according to the new WI BAT Conclusions.
  2. Energy Efficiency Calculation: The R1 factor, which measures the plant's energy efficiency, was estimated and subsequently calculated.
  3. OTNOC Management Plan: An OTNOC management plan (BAT 18) was developed to ensure safe and efficient plant operation under non-optimal conditions. The plan included specific protocols and preventive measures to minimise risks and maintain operational continuity.

Results

The project’s outcome showed notable progress for an efficient and environmentally responsible performance. The Busto Arsizio Incineration Plant achieved near full compliance with BAT conclusions and guidelines set by the Lombardy Region, guaranteeing both safe and environmentally sound operations.

The R1 factor calculation played a crucial role in identifying energy efficiency challenges, enabling the development of a targeted improvement plan. Furthermore, the implementation of the OTNOC management plan provided Neutalia with a comprehensive framework to effectively manage the plant during non-optimal operating conditions, minimising downtime and optimising overall productivity.
