Waste Management Planning at a Regional Scale

Overview

Seeds was appointed by Thesis Ambiente to provide technical support and coordination for CONAI in the development of comprehensive waste management plans (Piani d’Ambito) throughout the Calabria region. This project, which was developed between 2022 and 2024, was particularly significant as it involved integrating waste management strategies across multiple provincial and sub-provincial areas, aiming to create a unified and efficient waste management system for the entire region.

Client Needs

The client requested the development and coordination of the waste management plans for Calabria, which was to be divided into three main territorial areas (ATO - Ambiti Territoriali Ottimali): Calabria Nord - Province of Cosenza (6 zones, 150 municipalities), Calabria Centro - Provinces of Crotone, Catanzaro, and Vibo Valentia (5 zones, 158 municipalities) and Calabria Sud - Province of Reggio Calabria (3-5 ATOs, 97 municipalities).

The goal was to integrate these local plans into a single, cohesive regional plan, while ensuring compliance with European and national waste management regulations.

Our Approach

The following activities were carried out in order to complete the project:

  1. Setting guidelines: Comprehensive guidelines were drafted to support the preparation of local waste management plans (Piani d’Ambito), promoting consistency and regulatory compliance across different areas.
  2. Creation of a price index: A detailed price index was compiled, covering personnel, equipment, and vehicle costs, and incorporating amortisation and operational expenses in line with ARERA guidance.
  3. Plan development and updates: The waste management plan for the province of Catanzaro was updated, while a new plan was developed for the province of Crotone, drawing on an existing feasibility study.
  4. Technical and economic review: Each plan underwent a thorough review to ensure technical soundness and economic coherence, with a focus on alignment with applicable regulations.
  5. Financial Simulations: Simulations were carried out to project the financial outcomes for each ATO and sub-ATO, supporting long-term planning and sustainability assessments.
  6. Data Analysis: Analysis of project documentation and relevant datasets helped ensure accuracy and relevance in line with the project’s evolving needs.
  7. Coordination & Support: Seeds contributed actively to technical meetings, coordinated planning efforts, and supported the integration of all components into the final comprehensive plan.

Results

The project aimed at the creation of a cohesive, region-wide waste management plan, addressing the specific needs and conditions of each province. The plan was crafted to ensure full regulatory compliance, with all documents meeting EU and national standards.

Seeds’ structured approach facilitated smooth collaboration among the stakeholders, which ensured a timely and successful project delivery.
